When do PhD admissions decisions come out?

PhD admission decisions vary from country to country and university and university. In India, UGC NET PhD entrance examination is conducted twice

(June and December), while the interviews are conducted in the months of April and July. The final merit list of the shortlisted candidates is announced in August and September.  

While on the other hand, in foreign universities PhD admission applications are announced in the month of December, and the university releases the final decision in the month of February and march.
